Frequently Asked Questions

Who should attend?
Club presidents, vice presidents of education, and district executive committee members (Area & Division Directors).

What if my club is not in good standing?
Clubs not in good standing are ineligible to cast a vote at district council meetings, the Annual Business Meeting, and are not included in quorum. The minimum requirement is eight paid members – at least three of whom were members of the club during the previous renewal period.

Are proxies allowed?
No proxies are allowed at virtual business meetings. All Club Presidents, VP’s of Education and our DEC are required to attend. District executive committee members are entitled to one vote and may cast up to two additional votes as a club president or vice president of education of a club in good standing. All other members of the district council shall be limited to a maximum of two votes.

What is quorum?
Quorum is required to vote in our 2022-2023 District Leaders and more. To reach quorum, 1/3 of eligible club votes (not DEC votes) must be represented.

District 15 has __ clubs and ___ eligible votes. To meet quorum ___ eligible club votes must be represented without proxies. If quorum is not met, there will be an additional online voting period post-meeting.

Why is this meeting virtual rather than in-person?
Toastmasters International decided on March 14, 2020 that all Area, Division and District events, including our Annual Business Meeting, must be conducted virtually to ensure the safety of our members around the globe.
